There's a Bali Thai outlet situated among the hair salons and aesthetic clinics. It's very spacious, well lit with pretty furnishings. I highly recommend it for big groups or dinner dates.

Yes, there are halal food options around Orchard Road, but they haven't changed much in the past few years and it's getting boring. Most of the food outlets are chains that you can find all over Singapore. The ones that are unique to this area are the legendary Puncak and Cahaya at Far East Plaza. I really wish they would expand their seating areas to accommodate more people during peak hours.
